OWOW Plan Update 2018

On February 19, 2019, the SAWPA Commission officially adopted the One Water One Watershed (OWOW) Plan Update 2018, the Integrated Regional Water Management (IRWM) Plan for the Santa Ana River Watershed. This plan represents the culmination of the work of over 100 authors from water agencies, non-profits and other stakeholders in the watershed who worked together to analyze, develop and describe new integrated implementation actions needed to address the water challenges facing the watershed. The Plan reflects a collaborative planning process that addresses all aspects of water resources in the Santa Ana River Watershed. It includes planning of future water demands and supplies over a 20-year time horizon within the watershed as a hydrologic and interconnected system.

OWOW Program Vision is a watershed that:

  • Is sustainable, droughtproof, and salt balanced by 2040
  • Avoids and removes interruptions to natural hydrology, protecting water resources for all
  • Uses water efficiently, supporting economic and environmental vitality
  • Is adapted to acute and chronic climate risk and reduces carbon emissions
  • Works to diminish environmental injustices
  • Encourages a watershed ethic at the institutional and personal level

For consideration of your project to be included in the OWOW Plan Update 2018, please submit your project information in the application below. Once project proponents submit their applications, SAWPA staff will review the submissions and periodically bring forward the projects to the OWOW Steering Committee for inclusion in the OWOW Plan Update 2018. Santa Ana River Watershed Sustainability Assessment

The Sustainability Assessment, updated in August 2020, was developed in order to inform progress in implementing the six watershed goals of the OWOW Plan Update 2018. Each goal has two indicators that track the watershed’s progress in achieving sustainability.Submit your project.
