Mark Norton is the Water Resources & Planning Manager at SAWPA. Mark led the development of the first Santa Ana River Watershed integrated regional water management plan and is currently lead on the innovative Santa Ana River Watershed Weather Modification Pilot Program, Upper Santa Ana River PFAS Regional Analysis, and multiple multi-agency water quality task forces. He also serves as the Authority Administrator for the Lake Elsinore and San Jacinto Watersheds Authority (LESJWA).
Mark’s background includes 40 years of engineering experience in a broad range of water resource projects.
Mark is a registered civil engineer in California and Colorado and accredited LEED professional and Envision Sustainability Professional. He holds a Bachelor of Science Degree in Civil Engineering and a Master’s degree in Public Administration.
