
Mark Norton, P.E., LEED AP, ENV SP
Special Project Manager
Mark Norton is the Special Projects Manager at SAWPA. Mark has been a vital part of the SAWPA team for the past 32 years as the Water Resources and Planning Manager. Now, as the Special Projects Manager, Mark will continue managing projects such as the Weather Modification Pilot, PFAS Regional Analysis Phase I, and serving as the Authority Administrator for the Lake Elsinore and San Jacinto Watersheds Authority (LESJWA). Additionally, he will work closely with Rachel Gray SAWPA’s current Water Resource and Planning Manager as a mentor sharing his vast institutional knowledge as he prepares for retirement in Spring of 2023.
Mark’s background includes 40 years of engineering experience in a broad range of water resource projects.
Mark is a registered civil engineer in California and Colorado and accredited LEED professional and Envision Sustainability Professional. He holds a Bachelor of Science Degree in Civil Engineering and a master’s degree in Public Administration.
